Reading a Search Console drop that was not a penalty.
Thousands of a law firm's pages, some of them years old and previously fine, fell out of Google's index inside a few weeks. The number alone looks like a disaster. The report underneath it says something calmer.
The report that tells them apart
Search Console's Page Indexing report sorts every URL Google knows about into reasons. A manual penalty shows up in a completely different place, the Manual Actions report, and it names the exact violation Google is enforcing. If that report is empty, nothing was penalised, whatever the index count is doing.
What was happening instead sat under a reason called Crawled, currently not indexed. Google had looked at the pages and chosen not to show them right now. That is a judgement about the page, made fresh, not a punishment being carried forward.

Google changed how it treats older sites
A shift in how the crawler weighs older, larger sites, not a rule this particular site had broken. Pages that had ranked fine for years dropped out inside weeks, across the industry, not only here.
Overlapping pages were the real cause
Years of posts that quietly said the same thing as each other, competing for the same search instead of strengthening one page. Google's read got more strict about that overlap, and started refusing more of it.
The count fell, one decision at a time
4,144 pages refused, read in June 2026. Overlapping posts merged into single stronger pages. Spam links pointed at the site on purpose, found by hand and disowned. Every page got its own written, reversible decision.
Worked down, not deleted away
2,549 pages refused, read on 3 September 2026. Zero pages bulk deleted. The number falling is the report of the work, not a lucky recovery.
The rule worth keeping
A falling index count is a symptom with several possible causes, and a manual penalty is the least common of them by a wide margin. Before reacting to the number, read the reason Search Console actually gives, and check the Manual Actions report separately. Most of the time the honest fix is not an appeal. It is the unglamorous work of making the pages worth showing again.
